Stigma and funding.
Currently they are referred to OTP or prescribers. Minnesota will be applying for a 1115 Reentry Waiver, to allow induction 90 days before release and then work on enrollment in an OTP prior to release.
Funding.
Uncertain, we have four federal prisons with OTPs in them, most clients in jails are on OTP prior to incarceration and continue. The issue is State Prisoners and funding.
Much less access in carceral institutions at this time. Hoping that changes with 1115 Re-entry waiver
